Gangtok, 9th October: The University Grants Commission (UGC) has released an updated list of defaulting state private universities, and three institutions from Sikkim continue to remain non-compliant despite earlier warnings. However, Medhavi Skills University (MSU) has been removed from the list, with the university confirming full compliance with UGC norms.
The latest UGC Public Notice issued by UGC Secretary Prof. Manish R. Joshi on 8th October 2025, names 37 private universities across India that have failed to submit or upload mandatory information required under Section 13 of the UGC Act, 1956, and the Public Self-Disclosure guidelines. The Commission has given the institutions two weeks to comply, warning that “appropriate action will be initiated as per the provisions of the UGC Act, 1956, and the UGC (Establishment of and Maintenance of Standards in Private Universities) Regulations, 2003.”
From Sikkim, the universities still on the defaulting list are Sikkim Alpine University (formerly EIILM University) in South Sikkim, Sikkim International University in West Sikkim, and Sikkim Skill University in Namthang, South Sikkim.
In the previous UGC notice dated 24 September 2025, a total of five Sikkim universities- Medhavi Skills University, Sikkim Alpine University, Sikkim Global Technical University, Sikkim International University, and Sikkim Skill University – were listed for non-compliance. The updated list now confirms that Medhavi Skills University and Sikkim Global Technical University have been removed, indicating they have met the necessary requirements.
Reacting to the updated notice, Medhavi Skills University (MSU) issued a public statement on 8th October 2025, clarifying its regulatory status and reaffirming compliance. The university stated: “Medhavi Skills University (MSU), Sikkim, informs its students, parents, partners, and the public that the University is fully compliant with all UGC regulations and disclosure requirements.”
The statement noted that the updated UGC notice “confirms our good standing and full regulatory compliance.” MSU said its name was “duly removed from the earlier list, as it was inadvertently included in the previous version.”

Reinforcing its commitment to governance standards, the university further stated: “MSU has consistently met statutory requirements, including timely Public Self-Disclosure and submissions under Section 13 of the UGC Act, 1956. Our disclosures are available on the University’s official website and have been duly shared with the UGC.”
The university emphasized that it remains dedicated to “transparency, accountability, and high academic standards,” aligning with its mission to deliver “industry-integrated, skill-based higher education.”
